Blue Sky Defense War We're on our way

Origin:Hefan    Hit:    Time:2019-09-07

Speaking of the Blue Sky Defense War, there are two major government actions, one is the "Ten Atmospheric Articles" and the other is the three-year plan of action for the Blue Sky Defense War. It can be seen that over the past six years, we have done a lot of things, including industrial pollution control, industrial restructuring, energy structure optimization, motor vehicle co-ordination, non-point source control and so on.

We can see some typical examples, such as ultra-low emission of coal and electricity. With the development of technology in the 1970s and decades, sulfur dioxide has reached the most stringent standards in the world with the advancement of technology. Beginning in 2016, 49% of the thermal power plants in the country completed ultra-low emission renovation in that year, 71% in 2017, 80% in 2018 and 100% in 2020, which can achieve the target in an orderly manner.

In the ultra-low emission areas of non-electric industry, such as steel and cement, technical indicators have also reached the international level of technical support system. From the beginning of 2000, motor vehicles have reached the sixth country. The emission targets of nitrogen oxides have been very low from the first country to the fifth country. Now they have entered the sixth country. They are comparable with the United States, Japan and Europe in terms of emission targets, and some of them are even lower.

From the effect of emission reduction, we can see that the total amount of pollutants discharged in the whole country has dropped rapidly. Only from 2013 to 2017, SO2 emission reduction is about 60%, PM2.5 emission reduction is about 33%. The Yangtze River Delta and Pearl River Delta are similar development trends. The average pollutant concentration in the three regions of China decreased by 30%-40%. Satellite inversion shows that the eastern region has decreased by 38% in six years.

Satellite images from 2013 to 2018 show that the emission of major atmospheric pollutants has decreased significantly after pollutant emission reduction. In the past six years, sulfur dioxide has been a typical example. Emissions rose rapidly before 2006, and with total volume control and haze control, SO2 emissions dropped sharply. In 2017, sulfur dioxide emissions from thermal power plants were 1/7 of those from 1991. NASA satellites show that China's sulphur dioxide emissions compared with India's, China's sulphur dioxide decline in these years is very obvious, India's rise is very obvious. In 1993, China surpassed the United States as the world's largest emitter of sulphur dioxide. In 2016, India has surpassed China as the largest sulfur dioxide emitter.

At the same time, there has also been significant progress in acid rain control. Now the area of acid rain is less than 5% of the land area. In the past six years, heavy pollution has been significantly alleviated, and PM2.5 pollution in 13 cities in Beijing, Tianjin and Hebei has been significantly improved. This trend has also been recognized by the people.

When in the future can we manage the environment well?

The first step is to win the Blue Sky Defense War. At least meet the current national standards. It will take nearly 15 years since the 13th Five-Year Plan. The Pearl River Delta will be a year short, and Beijing, Tianjin and Hebei will not be realized until 2035, so there is still a long way to go.

The future is not just focused on VOC and ozone, PM2.5 and ozone in the Blue Sky Defense Warfare, haze control and low-carbon development. At the same time, a number of international conventions have been signed, such as the International Mercury Convention, which are unconventional air pollutants and will become an increasingly important task in the future blue sky defense war. To do this well, we must continuously improve the scientific and technological level of prevention and control of atmospheric compound pollution, and environmental workers are duty-bound.
