On September 10, Huang Runqiu, Vice Minister of the Ministry of Ecology and Environment, chaired a national pilot Conference on linking EIA with sewage permit informatization in Dalian City, Liaoning Province, to summarize the phased achievements and experiences of each pilot province (city), analyze the situation, and study and deploy the next phase of pilot tasks.
The meeting heard a report on the progress of the pilot work of the ecological environment departments of the pilot provinces and municipalities, emphasizing that the pilot work is a political task to implement Xi Jinping's strategic thought of strengthening the country through network, is an inherent need to improve the level of ecological environment management, and is also an inevitable requirement to give full play to the effectiveness of environmental assessment and promote the "one-card" supervision of pollutant discharge permits. It calls on the pilot areas to further improve their stations, and to deeply understand the significance of the pilot work of linking EIA with the informatization of sewage discharge permits.
The meeting pointed out that we should firmly grasp the goal and road map of the pilot work and get through the management data of EIA and emission permit through "two steps". The first step is to unify the EIA declaration and approval system. The second step is to realize the alignment of EIA and the national emission permit management information platform through project coding and industry characteristic table. Next, and gradually build the ecological environment "big system, big platform, big data".
The meeting emphasized that the pilot areas should further strengthen organizational leadership and overall dispatch, take the pilot work as an important basic work, build up confidence and determination to overcome difficulties, strengthen the guarantee of human resources and funds, increase management and technical support, and do a good job of communication and coordination with relevant departments in the province, especially with the approval Bureau system. To promote the integration of all EIA approvals into the unified management of the system. Relevant departments should do a good job of management promotion, technical guidance and system guarantee, ensure the smooth progress of the pilot work, and effectively improve the level of EIA and sewage permit informatization.
